Leader, with the collaboration of GDF Hannover, presents Sms Meteo Meteorological precipitation analysis-based alarm management system

This is an electronic precipitation monitoring system allowing the management of the flow of data as well as to view the status of precipitation in the monitored zones in real time.

This system expands and improves the precision of weather forecasts, providing important values that help the propagation of alarms in the case of floods.

The transmission from radar stations to the telecentres is made via data transmissions via SMS using an integrated GSM modem in the system.

The programme was developed in the Linux server environment, while supported clients are in fact those who use Internet browsers in MS-Windows, Apple, Linux, Unix, and Macintosh. Warnings can also be sent via e-mail.

As part of the Interreg III B Alpine Space Programme named FORALPS (http://www.unitn.it/foralps/), the Autonomous Province of Trento (PAT in Italian), and in particular, the Ufficio Previsioni (Forecasting Office) and the Organizzazione del Dipartimento di Protezione Civile e Tutela del Territorio (Civil and Territorial Protection Department), participates as partner to several working groups.

For the group named WP6 Monitoring, the purpose of the activity included the development and deployment of software to be used in the field of activities in the meteorological sector; such that it is capable of sending warnings where radar data identifies intense phenomena happening in predefined sensitive areas..

The software was released under the Open Source licence - particularly, under GPL; the base software used in the project was released with the respective Open Source licences (Linux, GRASS, Apache, GDAL/OGR, PostgreSql, PostGIS, etc). The product was borne out of partnership between Leader.IT, with regard to alarm management, web interface, system management; and GDF Hannover (Germany), with regard to the scientific components and for the development of the GIS enginemodule.
